On July 1st, the autonomous police system, which is partially operating at the moment, will be expanded  throughout the nation. Autonomous police system makes the local governments to have responsibility themselves for the establishment, maintenance, and operation of the police organization.

　Several countries including the United States and Japan, unlike Korea which has maintained a national police system, have already introduced and implemented the autonomous police system. Autonomous police system has several advantages. Under the national police system, the budget was delivered from the Ministry of Strategy and Finance to the police station. However, if the autonomous police system is introduced, assuming the local governments execute the budget right away, the time for executing the budget can be shortened. In addition, since the police organization is governed by each local government, it will be easy for the police to investigate each other without hesitation.

　The Busan city government established a committee to prepare for the implementation of the autonomous police system. In the meantime, the committee had consulted with various officials, including the Busan city police agency, legal circles, and citizens. In the future, police officers belonging to Busan city will be operating under the autonomous police system, while maintaining their status as national officials. Therefore, affairs such as safety of residents' lives will be operated under the direction of the local government.

　Kim Jong-Oh (Prof. of Department of Police Administration, Dong-Eui University) said, “The efforts to implement the autonomous police system existed before, however, it was not easy. Nevertheless, it is different that the preparation is ongoing throughout the nation on a large scale. I expect the implementation of the system will solve the problem of centralization of police power and make them more citizen-friendly.”
